Background
of the Multicultural Equity and Access Program
In 1999
the MIC received funding from the Home and Community Care (HACC)
Program to undertake the Program Development and Access (PDA) project
for the Eastern Region. The aim of the PDA Project was to develop
and implement strategies to improve access to Home and Community
Care (HACC) funded services in the Eastern Region for people from
culturally and linguistically diverse (CALD) backgrounds through
activities that included:

Establishing
and supporting a HACC network,

Providing
cultural training for service providers,
-
Providing
consultancy support for service providers to develop culturally
appropriate services,
-
Developing communication strategy to increase
the knowledge of HACC services within CALD communities and
-
Working with the Primary Care Partnership to
promote equity and access standards.
The MIC has received recurrent funding for this project
since 2003. The project was renamed the "Multicultural Equity
and Access Program (MEAP)" and is jointly funded by the
Victorian and Commonwealth Governments.
EMR
HACC CALD Strategic Plan
In 2005 consultants Effective Change were engaged
by DHS to develop an Eastern Metropolitan Region Home and Community
Care CALD Strategic Plan. A three year plan was drawn up.
This plan was reviewed by the MEAP in 2008/09 and
a new plan was ratified by the EMR HACC CALD Network in May 2009.To

Training
Program - Working Effectively with
People from CALD Backgrounds
As part of the MEAP and the Community Partners Program
the MIC provides training and cultural briefings to HACC and aged
care service providers with a range of sessions on offer. Training
offered by MEAP is also part of the Eastern Region HACC Training
Program.

The Eastern
Metropolitan Region CALD Aged Care Network (Formerly EMR HACC CALD
Network)
In February 2010 the EMR HACC CALD Network agreed
to broaden the role of the Network to all community aged care. The
HACC Network was replaced with the EMR CALD Aged Care Network. Service
providers from HACC and other aged care areas are welcome to attend.

There is also an EMR CALD AGed Care Reference Group
that meets four times per year and is made up of representatives
from key aged care providers in the region. This group provides
advice and support to the MIC programs in aged care.

Background
The MEAP completed consultation for establishing a
Home and Community Care (HACC) Network in April 2001. A Consultation
Report, reflecting the findings of consultation with ethno-specific
agencies, ethno-specific senior citizens' clubs, ladies groups and
carers' groups was completed. A key recomendation of the report

A HACC CALD Network Review was completed in 2005 to identify
network strengths and areas to enhance its ability to support culturally

In 2009 a feedback survey was conducted with network members.

The purpose of the network is to initiate collaborative
activites that support ethno-specific services and groups and HACC
service providers in the Eastern Region to deliver services that
meet the needs of people from culturally and linguistically diverse

The HACC Network had its first meeting in June 2001.
The Network meetings are held bimonthly at the MIC. The Multicultural
Equity & Access Officer provides administration support for
the meetings and coordinates/facilitates work initiated by the network.
To date, the network has enjoyed significant success through the
development of working groups, partnerships and information forums
to assist service providers to understand the needs of CALD communities
and how they provide culturally responsive services.
Cultural
Planning Tool and Consultancy Support
The MEAP provided consultancy and support to HACC
service providers in the Eastern Region to assist them to complete
their Cultural Planning Tool (CPT) Action Plans from 2004 until
2009. A cultural planning tool framework was developed to guide
service providers.

The Multicultural Equity and Access Program collected,
collated and analysed data from the Cultural Planning Tool submitted
by HACC agencies. The results of this analysis are available in
report format. The reports provide a showcase of strategies implemented
across the EMR and provide ideas and examples for agencies in planning
and implementing their CPT action plans. To download past analysis
